Another Variation on Feet, Inches and Sixteenths...HELP!

I want to convert from the following input ( 10.0912 ) to decimal inches. Result = 129.75

The 10.0908 input is, in long hand, 10 feet 9 inches and 3 quarters. We use this input because we are converting several old HP48SX programs to excel and would not like to change from our original input style.

Basically everything before the decimal is Feet, the next two places are inches, and the last two places are sixteenths ex.( 1/16 = .0001, 1/8 = .0002, 3/16 = .0003, ect. all the way to 15/16 = .0015)

I have looked at every post that in reference to Feet and Inches and cannot find an example of this method of input.

Thanks for any information you can provide!
