So are you basically looking to get the latest date for each ref number?

Assuming your data is in the range A1:B11, in C1 enter:

=COUNTIF(A$2:A2,A2)=COUNTIF(A$2:A$11,A2)

and copy to C2:C11. Now AutoFilter your data for column C equals TRUE. You can copy the visible cells elsewhere if you want.
