Arorw Keys not doing what I want?

This seams like a simple problem, but I cannot find the fix.

On two of our PCs, at some point, the arrow keys ended up being assigned to moving the entire sheet around instead of being used to navigate cell to cell.

I cannot find anything in the options menu or in this forum. I know I'll slap myself when I find the answer.
