Arranging data without sorting

I want to know how i can use formulars to arrange a data in a column without necessarily sorting the data or writing macros.

I have a table below. I want to write a formular in column C that will arrange the data in column B in descending or ascending order.

Excel Facts

Copy PDF to Excel
Select data in PDF. Paste to Microsoft Word. Copy from Word and paste to Excel.
Maybe just this in C1:

=SMALL($B$1:$B$10,ROW()-ROW($C$1)+1)

and copied down?

Haven't tested it fully...
