Array formula date range

Hello,
How can I modify the below formula for a date range?
I only need data from 2004, but data goes through 2006

=SUM(IF((Incidents!J3:J400<>" "),IF(Incidents!A3:A400>=DATE(2004,1,1),1,0)))

Thanks!
 

Excel Facts

If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.

More normally you'd use <>"" [not blank] than <>" " [not space]

so try

=SUM((incidents!J3:J400<>"")*(YEAR(incidents!A3:A400)=2004))))

confirmed with CTRL+SHIFT+ENTER
