Associating a cell with a picture

I have an Excel sheet that calculates the positions of each country in a Group after placing the scores of each match for the 2018 World Soccer Cup in Russia. I have national flags corresponding to each country shown on the top of the 1st rectangle in the example and on column AC. The positions of these flags are fixed. In the example they are Pictures. The sheet can choose a language out of 5. The example shown is in English. The top rectangle shows the Excel sheet I have done. The position of the countries shown on the rectangles on the left change automatically depending on the scores of the matches.

What I want is what is shown on the 2nd rectangle. What I want is that the flags of each country shown on column E correspond to the country on its left as shown in the example (independently of the language chosen). Columns AB and AC are fixed except that the name of the countries will be written in the language we have chosen.

Is this possible? Associate a cell with a picture or concatenate a cell and a picture.
The countries shown on column D have a formula that makes them changing position as well as the language
Does it help if I attach the corresponding excel sheet in this forum?

Links? Where??
If Excel says you have links but you can't find them, go to Formulas, Name Manager. Look for old links to dead workbooks & delete.

This is nearly what I want. This works for placing a flag (in this case a Club Logo) in one cell only. But I have a list of 32 countries where I have to place on the right the corresponding flag. Since I'm not an expert in Excel I haven't yet find how to do it. I think I will manage to find the solution but I will let you know no matter what will the outcome be.

In addition to what I said before those 32 countries do not have a fixed position. They are placed according to the the scores obtained between the countries.

I'm still not clear. Those instructions demonstrate how to have a picture displayed based on the contents of a cell. For example, I have a Data Validation cell that lists all 31 NHL teams; when I select one of the teams from the drop-down list, Excel displays the corresponding logo in the cell next to it. Isn't that what you seek? To have the appropriate flag appear next to a cell, whose contents may vary?

I want to have something like this.
On the right I have 2 columns E and F with all the countries and respective flags. This will never change.
On the left after placing the scores of the matches, positions of Countries in column A will vary therefore the corresponding flags on column B will vary too.

List and positions of all countries that will vary depending on the scores of the matches
