Auto populating notes?

I'm trying to come up with a formula where if 'lease 1' has a variance of 10% or greater then the formula would list ALL the variance reasons. See below column I for what I'm hoping to return with.

Excel Facts

How to change case of text in Excel?
Use =UPPER() for upper case, =LOWER() for lower case, and =PROPER() for proper case. PROPER won't capitalize second c in Mccartney

I'm looking for a formula that if there is a market variance greater or less than 10% it would look at the detail for the market and where I've populated a $ value in column G it auto-populates variance notes (starting in B17). The output i'm hoping to achieve in cell I3 is the following: Lease 1 had no expense in current month, Lease 3 came in under budget, Lease 4 had unbudgeted dollars of $10k. if it isn't possible to have a notes reference table PLUS incorporate the dollar value of the variance i'm up for suggestions. I just need a formula that lists every lease that has a variance and why.
