Automate comment based on cell content

Hi There

I'm trying to display a comment box automatically when a particular text is selected from the drop down list.

For example, when a user selects "Add on card 1,2 or 3" from the list, a comment box to appear with the following.. "Check if you need low or high profile card". See link below

Can it be archived without using VB.
