AutoRecovery Exemption problem

The problem:
Excel 2019, Options, Save
AutoRecover exceptions for:
ALWAYS shows the name of the current file , even if loaded from a CSV file or a new blank spreadsheet. I have found no way to change this. Why is this happening and how do I stop it? It defeats the whole purpose of AutoRecovery!

I am running Windows 10 64 bit on an HP Desktop. I have deleted and reloaded Office Professional Plus 2019-en-us, 16.0.13001.20384.
