Availability of menus when downloading .csv files

I frequently experience a rather annoying behavior of excel, which is that when downloading comma delimited files, all of the menu bars are missing and aren't available even if you right click in the menu area. I have to save the file as a spreadsheet first, then reopen it to use anything that is in a context menu or on one of the standard menubars at the top of the screen. Any way to ensure those functions are always available with out the "pre-save"?

The behaviour is unusual - I have never experienced it.
You say "downloading" .. files usually I copy from server to my hard drive an "Open" from there (or from server).

You do not say which version of Excel etc. you are using.

Excel 2003. Usuallty the file is a report from an online system--just a plain vanilla .csv file--when downloading from the net, if I open it without saving first, that's when the menu bars disappear. If I save to disk first, as you describe, no problem.
