Average Equipment Runtime and Downtime Event Calculations

Hi,
I have a piece of equipment that I am able download raw process data for (in this case just the equipment power) for an adjustable time range. My goal using this data is to get two very specific outputs using the raw data:
  1. Average run time
    • The equipment encounters events that cause it to be down, so I'm looking to calculate how long it usually runs for when it is online, or maybe another way of saying it is, I'm looking to find the average time between downing events.
  2. Count downtime events over an adjustable time periods (i.e. 30 min., 60 min., etc.)
I've pasted the below simple example of the two outputs that I am after. Obviously this is over simplified and I will ideally be able to get the results for Average run time, and Downtime Events for a much larger data set.

I've tried to set-up a couple of columns to the right of my right raw data to help define what process data defines an equipment as actually being "On" or "Off". Similarly I tried to tally the run time minutes but perhaps this is not needed and there is a more straightforward way of doing this.

Appreciate any help on the functions/formulas that will help me get the desired outputs.
