average one column if there is a 1, 2, or 3 in another column

So ive got a pretty basic question. Hopefully someone can help. This is what I have.

1 14
2 16
1 7
4 4
3 12

I need to average all the numbers with a 1, 2, or 3 next to them. The solution is 12.25

I cant seem to get the formula quite right. Any help would be great.

Hi, I just tried this function which works if the data is in column A and B:


=AVERAGEIFS(B1:B5,A1:A5,">=1",A1:A5,"<=3")
