AVERAGE with a varible for the row number.

I have a row number in cell AG9 that a formula gives me. I would like to use it as a varible in an AVERAGE function such as:
=AVERAGE("X8:X" & AG9).
I have tried many combinations of this with the same result "Value" or an error message. Is there some way to do this?

=AVERAGE(X8:INDEX(X:X, AG9))
