Averageifs acting up

Hi, my averageifs formula with cell reference won't work. I downloaded the file originally as a csv. and then saved as excel workbook. It is giving me a value formula and I've tried multiple ways. It would be great if someone could help. Many thanks

What is your exact formula?
Can you post a snippet of your CSV file, so we can see that data you are working with?
