Basic INDIRECT formula Question

I have sheet headings in column A, those are numbers, and I want the formula to read the corresponding cell in column A and bring the description of that sheet from cell A1 of each sheet.
I am using, "=INDIRECT("'"&A23&"'!"&$A$1), that does the job, but I do not want to reference $A$1. I want to make it static. Meaning I want that in the formula rather than reference to cell A1, where I put A1.

=INDIRECT(A23&"!&A1")

If I'm understanding your question correctly, you just need to put your A1 in qoutes so that it's read as a string instead of a reference. The string will concatentate and THEN the indirect turns that string into a reference.
