Between Formula

Guys, having a brainless day today, I have a coloumn of figures and i need a standard formula which counts which cells are between a certain set of numbers i:e

=COUNTIF(JAN!L:L,"is between 0 and 4")

can't seem to get my head round it, any one able to help please?
