I have a file, which somehow is 8.59mb in size, and has almost nothing in it.

I have data in range A1:F29.

I deleted rows 30:63556 (last row in worksheet) and also deleted columns G:IV (last column).

No reduction in filesize.

I then copied the data (range A1:F29) to a new workbook. Filesize then goes to 55kb.

What the heck. Why, if I deleted all the cells outside that range in the first file, are the files not the same size???

I created the first file from a blank workbook, and its just a mockup for a new layout template for files at work.
There are no links, or anything but a small range where i entered dummy text and formatted a few cells (borders, font).

How to show all formulas in Excel?
Press Ctrl+` to show all formulas. Press it again to toggle back to numbers. The grave accent is often under the tilde on US keyboards.

How exactly did you do that?
Did you press Delete on your keyboard, or Right Click - Delete, or Edit - Delete ?

Delete on the keyboard is not the same as other 2 methods.
It only clears the contents...
