Blank Cells

I have 2 formulas, that if the range is blank, then I want the cell with the formula to be blank.

=COUNTIF(Cats_ID_Initial,E4)

=COUNTIFS(Date_Completed_Initial,"",Initial_Issue_Num,"<>")

If writing INDEX in Func. Arguments, type MATCH(. Use the mouse to click inside MATCH in the formula bar. Dialog switches to MATCH.
=IF(Cats_ID_Initial="","",COUNTIF(Cats_ID_Initial,E4))
This ould be the logical test and I get a #Value!
