Blank table with one row or zero row ?

I have 2 mdb files.
Both contains a blank table.

However, I found one mdb file its table has really no row no record

But then in another mdb file, that same table although has no record, there is one blank row and shows record =1

How to make sure the 2nd one has record = 0 too ?
I tried query select * from table1 were name is null it still shows record1 displaying a blank record, instead of nil record.
