Blue Peter Style Totalizer

I was wondering if anyone knew of a Blue Peter style totalizer that could be used in Excel.

For those who don't know what i mean, imagine a thermometer with 0 at the bottom, and target at the top. The "liquid" would move up as the month went on.

I imagine you could do this fairly easily with a 100% bar chart but wondered if there was anything fancier about.
