Bracket randomizer

Hi there, I am not sure if this is even possible.

I am trying to create a randomizing spread sheet for bowling tournament brackets.
I have attached a link to the spread sheet.

In A1 I have the ID#, A2 has the number of brackets the ID# would like to enter
Column e is what I need generated from data in A4 to B16

Each bracket is 8 spots So I need to take A4:B16 data and create a bracket order for the 8 spots in bracket 1, then 8 spots in bracket 2 and so on for all the brackets I will have.

For example if I randomized it, bracket spot 1 would be ID#102, bracket spot 2 would be ID 112, bracket spot 3 would be 107 and so on to fill bracket with no repeats then do this for all 4 brackets. I know in this case there are not brackets to use all the ID#'s that want in the brackets, but need to fill all 4 brackets with no repeats in each bracket.

Not sure I made my self clear on what I need.
