Calculating an average number of hours over a rolling period

I require to build a spreadsheet to monitor staff working hours in relation to the European working time directive.


Staff can work a maximum of 48 hours in a 17 week period.



I currently have the timesheets for these staff but need to be able to monitor how to calculate the rolling part on an ongoing situation.


Any help or suggestions greatly appreciated.

Just wanted to clarify, that each person can only work a bit under 3 hours per week?! (You stated: "Staff can work a maximum of 48 hours in a 17 week period."

Sorry my mistake.

They have a contract of 37.5 hours per week and can pick up additional hours to cover annual leave and sickness.

However they can not work more than 48 hours in a rolling 17 week period

What i need to be able to do is identify those who can be offered shifts and those who can't.
