How to find 2nd largest value in a column?
MAX finds the largest value. =LARGE(A:A,2) will find the second largest. =SMALL(A:A,3) will find the third smallest

If A1 is 100, and B1 is 10, then B1 is 10% of A1 -- and you will get that by

=B1/A1*100

Is that what you are looking for?

Formula is "one cell" divided by "another cell".
Format the result by Format|cells|Percentage.
