I need help writing a calculation event that goes something like this:

A3 =IF(OR(D2=TODAY(),D2=TODAY()-1),199,201)

D2 =OFFSET($E$12,MATCH(MIN($E$12:$E$105),$E$12:$E$105,0)-1,-3,1,1)
