Can Excel put viewed in Google sheets without having MS Office on your machine

I sent a file to share with our new Controller in Google Sheets so he could view an Excel file. He wasn't able to view the file through the his browser (I don't know what browser he was using but the company uses Chrome).

To be able to view Excel through Google Sheets does the viewer have to have Excel installed on their machine (just to view it not to download the file and open it).

Or could there be a separate functionality that needs to be turned on by IT to be able to view?

Excel Facts

Move date out one month or year
Use =EDATE(A2,1) for one month later. Use EDATE(A2,12) for one year later.
If you imported an Excel file to Google Sheets (and did not simply upload it to Google Drive) then he should be able to open the sheet in Google Sheets, using the Google Sheets web interface to view/edit the file. You do not need Excel installed to do this. There should not be any special settings that IT has to turn on, unless they have set up some kind of security rule to prevent it.

Specifically what steps did you take to share the file?

Thank you. I did share the Excel file from app to Google Sheets. However, I have my file saved as "xlsb" - would this cause an issue

Google sheets supports the Office file types below, not xlsb

.xls (if newer than Microsoft® Office 95)

.xltm
.ods
.csv
.txt
.tsv
.tab

Ah, thank you. I did save the file as xlsx and I was able to view it google sheets
