can i force a cell to do uk dates if used by usa people?

Hi everyone,
is there a way to force a cell to show as dd/mm/yyyy even if its used aon a usa computer?

any ideas are fine, say cell is D7 any the date gets typed in.
at the moment i tried conditional formating date but it changed to the usa mm/dd/yy when used on a usa machine.

Excel Facts

Wildcard in VLOOKUP
Use =VLOOKUP("Apple*" to find apple, Apple, or applesauce
the uderlying 1900 or 1904 sytem are purely whole numbers so if formatted dd/mm/yy or mm/dd/yy will both read write. adding mmm will help it to be visible formatting

The person using the USA machine can format it to dd/mm/yyyy if they wish it using normal formatting or you can change the cells to text.
Better question is why would you want it not to be US format on a US machine?
