Can I use the "Value Filter" on a Pivot Table Filter like you can with a field in a row?

When I add a field to a pivot table FILTER, there is no option to do a Value Filter (i.e. "less than or equal to"). I want to be able to filter out all values greater than 2 rather than having to go through and uncheck every value greater than 2. When I add this same field to the Row section of the pivot table, the Value Filter option is there when you click the arrow drop down (Screen shot below). However, there is no such option when that field is in the pivot table FILTER section. Is that just not possible?

Excel Facts

Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
I'm guessing what I'm specifically trying to do with the Pivot Filter is not possible. However, maybe there is another way. If not, I'll just click, click, click the boxes for the values i want to exclude.

I found a way around this. I wrote an IF statement in the raw data to indicate if the increase was less than 2%. Then I was able to use that new column as my Filter for the pivot table. Saved me from having to click hundreds of values to exclude - since i wasn't able to figure out how to apply a Value Filter to a Pivot Filter field.
