can not rotate drawing object in excel

Hello,

I ran into this problem in a few workbooks that I have. For some reason when I place a line or a rectangle of any other drawing object when I select the object the "handles" are missing and I can not rotate the object. I tried googling but i could not find anything.

Does anyone know how to fix that problem?
