Can SUMIFS or COUNTIFS be used to sum a column between two dates listed in another column?

Hello. Can SUMIFS or COUNTIFS be used to sum a column between two dates listed in another column? I am trying to pull data from one sheet to appear on another with this formula and not having any success with either SUMIFS OR COUNTIFS - looking forward to trying your suggestions to make this work - thanks!

COUNTIFS(Clips!M2:Clips!M560,">"&"12/1/2020",Clips!B2:Clips!B560,"<"&"12/30/2020")

I don't know how to include an example because I cannot make XL2BB work.

Thank you in advance for your help with this.
