Can VBA check websites and update automatically?

This question is more out of general curiosity, but knowing that there are some VBA's out there (like the translate macro that uses translate.google.com) could you program a macro to go to a website, check for any new or updated databases, and update it's own sheets?

for example, something that checks say the worldbank website, looks for any new years, then adds a year column if it doesn't already have it, so that the excel sheet is "dynamically updating" every time you open it?
