Cannot edit an excel file

I have searched high and low for a solution for this problem.
A user has a spreadsheet that is generated from a link to a server that our domain does not host. When that is received by the user, she cannot edit the file.
I have attempted to use all the tricks that I know to edit the file under options and trust center.
All the warnings, are trust center warnings. I cannot determine why this spreadsheet give so many warnings. It is a fairly simple spreadsheet with simple formulas.

I have been searching on line with google and at MS for a few months and still have not had any luck with this document. This document is generated once a month. We get the same error monthly.

Any ideas, thank you.

Yes, the application that builds the spreadsheet is applying the protection. I have asked the user that gets the spreadsheet to call the company, but she has not or will not do that. So as IT I have to attempt to bypass the protection. So I have spent any spare time trying to determine the protection on a program that I do not use or have access to use or run.
Job security, maybe.
