Can't select format cells on certain cells?

Hi Guys,

Can't select format cells on certain cells?

My workbook is not shared and is not locked also. When i press format cells or try to add borders etc... nothing happens but this only happens on some cells

Do you think there could be a fault with the workbook as i cant seem to find anything
