Can't turn off visual basics editor

Excel 2003. all of a sudden I am unable to turn off the visual basics editor on 2 of my workbooks. All others seem to be working fine. I can still select the editor on the tool bar and then select to turn it off and it looks as if it turns off but it doesn't. Is there another setting somewhere that I'm unaware of?
 

Excel Facts

Bring active cell back into view
Start at A1 and select to A9999 while writing a formula, you can't see A1 anymore. Press Ctrl+Backspace to bring active cell into view.
