Capped percentages

I have to cap/limit percentage value to show all percentages above 700% as +700%, and all higher then -700% as -700%. There should not be max or min then this range, final result is shown in I column. I have tried MIN formula, but it is great for positive, not for negative percentages.

Excel Facts

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
Something like this?

=IF(A1<>"",MIN(MAX(-7,A1),7),"")
