Carry Forward Amounts Exceeding Ceiling Until Last Month of Calendar Year

Hello Friends,

What I would like to accomplish is carry forward salary amounts exceeding a certain ceiling until Dec. For instance, if the salary amount for Jan in B2 ($28,000) does not exceed the ceiling, then reflect the ceiling amount ($19,500) in C2, and no carrying forward is necessary. However, if B2 exceeds $19,500, then add the difference to B3. If B3 is <=$19,500, then reflect the amount in B3 in C3, if not, carry forward the difference to B4 and so on until Dec, in which no carrying forward into the next calendar year is necessary (i.e., Dec can only reflect the ceiling). Thanks a bunch in advance.
