Cell anchored on opening, any further movement simply highli

I am sure I have seen the answer to this question before but have failed to find it in the database. On opening excel, the cell is anchored to its location, moving the mouse around simply highlights the area and is impossible to move the cell location. S/sheets work OK on another macine using the same network. (Excel 2003 SP1)

Thanks for that, I did look at that posting earlier. It turns out the answer on this occasion was somewhat simpler(for the time being anyway). The user had swapped from one wheelmouse to another earlier in the day and a simple reboot did the trick. Thanks for the help anyway
