Cell Decimal Format NOT Applying

Hi
I am using Formula to Calculate Percentage
here is the details
I

169 <<< 1
98.8165680473373% <<< 2
CP1411 POWER_FACTOR.MQ <<< 3
UPD <<< 4
167 <<< 5
FLAG <<< 6
2 <<< 7


Formula for Row2 is =(I5/I1)/(1%) & "%" and this is the output 98.8165680473373% I want it to be like 98.816 percent not this big decimal number
I tried using format cell and 2 decimal place
plz help

Did you format Percentage with 3 decimal places?

I assumed
I5 = 167 and I1=169
am i right?
