Cell Decimal Format NOT Applying

I am using Formula to Calculate Percentage
here is the details
I

169 <<< 1
98.8165680473373% <<< 2
CP1411 POWER_FACTOR.MQ <<< 3
UPD <<< 4
167 <<< 5
FLAG <<< 6
2 <<< 7


Formula for Row2 is =(I5/I1)/(1%) & "%" and this is the output 98.8165680473373% I want it to be like 98.816 percent not this big decimal number
I tried using format cell and 2 decimal place

Format Percent 3 decimal places

Did you format Percentage with 3 decimal places?

I assumed
I5 = 167 and I1=169
am i right?

yes I did but still not working,

sorry I'll take tht back
I had to * by 100 and had to remove ( )
