cell format changes

I have inherited a worksheet which has an unusual problem with cell formats when I change the (date) value of a cell.

The problem cell displays "Sep-06", shows "9/1/2006" in the edit bar, and is formatted as 'Date Type Mar-01'.

The problem occurs when I attempt to overwrite the cell with current month's data. When I enter "10-1-06", the following happens: the cell display changes to "Jan-00", the value show in the edit bar is "=10-1-6", and the cell format is still the same as above.

What causes this? I can copy & paste a properly formatted cell from another worksheet, but, when I change that (new) cell value, it still reverts to the Jan-00 date (in one format or another).
