Cell format to show + or -

Is there a way I can create a custom cell format that place a "+" in front of the number if it is above 0 and a "-" if below 0?

Perhaps a custom format like this?

"+"#;"-"#

It can also be done with the General format, if desired:

+General;-General;0

Other than General not masking off the decimals; would there be any other difference between Andrew's (or Norie's for that matter) and using General?

Yes, if you didn't want to display a fixed number of decimal places, using General would allow you to do this.
