Is there a way to adjust Cell Padding?

I don't want to indent, or change the row height or column width.

I want to remove the cell padding (the gap between the text in a cell and the edge of a cell) so that my text touches the top and bottom (and sides) of the cell, ie. fills it completely.

Copy formula down without changing references
If you have =SUM(F2:F49) in F50; type Alt+' in F51 to copy =SUM(F2:F49) to F51, leaving the formula in edit mode. Change SUM to COUNT.
I think you are confusing cell padding with whatever padding is inherent within font designs. You will find that fonts have pixels of space around the character, which makes the characters appear as though Excel is padding room for them.

I'm not. The first text character you type into a cell, has an 'indent', even though the indent is set to 0. If I type two characters, the 1st and 2nd touch each other and there's no gap, so the gap isn't with the character, it's in the cell. No matter how I resize the cell, the gap remains.

OK, in that case it sounds like you are talking about the gap between the cell contents and the cell border. If that's the case then I'm afraid I don't know how to change it.
