Change color of cell based on data in another cell--HELP!

I have been trying tirelessly to change the color of cells based on the color/data of a cell in the same row as that cell. I keep seeing things about a VBA, but I don't know much about that. I have tried multiple different conditional formats, and nothing has worked. There is already a conditional format set up to change the color of a cell based on the value entered in that cell, but now I'm trying to do that with another cell as well. I have an example below:

I am wanting to change the color of the schools in column A to match the color in Column B--and the color in column B is based on a condition. No matter what conditional format I try, it doesn't warrant any results. Does anyone have any ideas?
