Change colours of all new workbooks

How do I reset the colours of all new workbooks based on the colours of a particular workbook. I have changed them in my personal.xls workbook but it seems to have no affect, any help would be appreciated.

You need to create a new workbook with your chosen colour scheme, and save it as Book.xlt in the XLSTART directory.

I am working on a server so cannot access the startup folder, but when trying at home I changed the personal.xls and it seemed to do the job.

I didn't say personal.xls, I said the template file Book.xlt. And it should be on the desktop machine.
