change number 001 to text format

How can change 001 (now is number format) to text format 001?

VLOOKUP to Left?
Use =VLOOKUP(A2,CHOOSE({1,2},$Z$1:$Z$99,$Y$1:$Y$99),2,False) to lookup Y values to left of Z values.
Sort by date Sort by votes
format the cell as text. This treats numbers entered exactly as they are entered, so the two zeros are not omitted.
