Change the Cell Red or Green

Hi all

I wonder if you could help. I have a spreadsheet with a column populated with times in which a certain task should be completed. Next to this column is cells in which I need to populate with the time the task was actually completed. I want to be able change this cell green if I make the cut-off or change red if it is missed. I'm sure this is a pretty easy formula but as i'm a kind of a novice at Excel I need assistance.

The Roman numeral for 40 is XL. Bill "MrExcel" Jelen's 40th book was called MrExcel XL.
The time is entered manually i.e 09:00

So if the time in which the task should be completed at 09:00 and actually gets completed at 08:48 i want that cell to turn green.

format with green
2nd condition
