Changing cell refrence...help

I am having a problem with the cell refrence changing in my formula when I click and drag information. example - formula is in cell H4, and refers to info in C4, D4, E4 & F4. When I highlight C4, D4, E4 & F4 and click and drag to a new row the formula changes and follows it to its new position. Example - if I move the info to row 6, the formula in cell H4 now refrences the info I moved to row 6...I am holding the column refrences constant.

Please help!

Press Ctrl+` to show all formulas. Press it again to toggle back to numbers. The grave accent is often under the tilde on US keyboards.
Anchor the row numbr with a $, as in -- C$4 -- you can anchor the column in the same manner.

did copy and paste...still same problem. I do not know why it didn't work.
I anchored the column and the row with $ then tried to click and drag and copy and paste. I am stumped!
