Chart Formatting Stops working when workbook closes

I have an X, Y chart that plots value impact. this is it: (Data Labels are clear and centered in the circles, beautiful)

However, when I close the file and open it later to add a new row, the data label does not show in the circle, like this:

It is in Windows 2016, and saved as an XLSX file, and i cannot find anything on the net that explains why the data labels being added to the center will not save when i close the file.

can anyone help with this?

Note: I also tried moving everything to a new workbook also, and it did the same thing.
 

Excel Facts

Spell Check in Excel
Press F7 to start spell check in Excel. Be careful, by default, Excel does not check Capitalized Werds (whoops)
I assume you mean Excel 2016, because there's no Windows 2016.

Did you see my last follow-up to your other post about this? I cannot mimic the behavior you describe if the chart and labels are set up the way I describe. There's no reason that Excel 2016 would work differently than Microsoft 365, which I'm using. Every version since 2013 would work this way. I even closed and reopened my test workbook numerous times to make sure that didn't cause any issues.
