Chart Help- Floating Column Chart

Okay, I am hoping that someone here can help me with a charting issue. I need to create somewhat of a "Floating" column chart. I know how to create a typical floating chart; however I don't have two sets of data. Instead, I have one set. It's a list of 13 locations and dollar values for each of those for the year. What I need to do is basically chart the bars over a baseline figure. For example, if the baseline I establish is .3, then I need to chart .3 and above based on that number. Here's some sample data...

Location A- 1.35
Location B-.7
Location C- .20
Location D -.4

It's almost like a step chart or something. The problem that i have with a Floating Column Chart is that it is stacked so it combines the two totals. I'm not sure what I am missing.

Sort of, but the problem is that I only have one set of data. So, I don't want to show a stacked column chart because it adds the two values together. So, it means that I have to create a dummy set of data. I don't want to show how each bar contributes to the overall total and that seems to be what the waterfall shart is showing. Instead, I basically want to show the simple column totals charted in a simple column format, but over a certain baseline. It's almost like the line would cross the x-axis at a different point than zero. It's so hard to describe.
