I've been asked to prepare a graph showing actual expense $ spent as part of the $ budgeted for the past 5 years for 6 expense categories. For example, Personnel costs for each of 2000-2004 with each year's column consisting of actual $ (let's assume on average 80% is spent) and the remainder is the unspent $.
