Chart with multiple target lines

I'm trying to create a chart with multiple target lines. I've tried using error bars, but have been unsuccessful. Any thoughts on what I'm doing incorrectly? The target lines for the chart are listed in B1 and B2 of the worksheet.

Excel Facts

Remove leading & trailing spaces
Save as CSV to remove all leading and trailing spaces. It is faster than using TRIM().

Do you mean like this? I simply added two data series that are nothing but the two targets repeated in each row of the data.
