Checkbox when any value is entered

First...I am trying to find a formula that checks a checkbox when ANY numerical value is entered into a corresponding cell. ( if any value appears in G8, then the checkboxes at B2 should automatically be checked)
Second...I need the entire row 8 to then gray out
Finally...I need a formula for % Complete of all the checked boxes that which will appear in cell H4 (not shown in attached image)

I have hidden rows/cells for ease on your eyes.
